Background Refresh Issues

Locations services is on and set for always but I still get that annoying message when I start the app saying that it is disabled and will not update as I move from hole to hole until it is changed. I have the latest update but still doesnt work. I have an iPhone6.
Also, why cant the app ask the question, "Do you want to turn this feature on?" And let it take care of changing the settings for me?
